To me backgrounds are the easiest part of the whole comic. It wasn't always that way (try more than half the production time), but I've realized more and more backgrounds work better when they have less detail in them. It gives a better sense of depth and keeps focus where it belongs: on those characters we laboriously slaved over! I generally use a single layer.
Simple but effective, especially since there will be text all over it in a minute.
